Social assistance is intended to avert or compensate for particular burdens in life in order to end or reduce the need for assistance and promote participation in society. This should help to avoid or counteract disadvantages and promote social justice and social security. In order to effectively complement this for the benefit of those entitled to assistance, cooperation takes place with church institutions, welfare associations and other providers of social services.
