The department for overall urban planning lays the foundations for our city's actions. The land use plan, also known as the "preparatory urban land use plan", serves as the central instrument of urban development in order to coordinate and control the various spatial usage requirements and to bring them together in a balanced overall concept. In addition, overall urban planning includes the development of pioneering informal concepts for housing, commercial development and retail, participation in framework plans for neighborhood and area development, as well as strategic project preparation and development, which serve, among other things, as a basis for funding programs.
